{"id":2874,"date":"2021-04-24T15:21:00","date_gmt":"2021-04-24T19:21:00","guid":{"rendered":"https:\/\/www.certitrek.com\/nlpa\/2010\/05\/24\/the-pros-cons-of-supplier-transparency\/"},"modified":"2023-11-30T11:08:46","modified_gmt":"2023-11-30T15:08:46","slug":"the-pros-cons-of-supplier-transparency","status":"publish","type":"post","link":"https:\/\/www.certitrek.com\/nlpa\/blog\/the-pros-cons-of-supplier-transparency\/","title":{"rendered":"The Pros &amp; Cons of Supplier Transparency"},"content":{"rendered":"<p>The issue of supplier transparency came after we came up with the post, \u201c<a href=\"https:\/\/www.certitrek.com\/nlpa\/blog\/should-you-share-your-selection-criteria-weightings-with-suppliers\">Should You Share Your Selection Criteria &amp; Weightings With Suppliers?<\/a>\u201d<\/p>\n<p>One common bit of feedback came from government buyers. These are people who are very constrained by the laws that apply to their work. A few asked, incredulously, \u201cWhy wouldn\u2019t you disclose your selection criteria and weightings?\u201d<\/p>\n<p>I think it is important to acknowledge that there is a big difference in <a href=\"https:\/\/www.certitrek.com\/nlpa\/news\/purchasing-articles\/government-purchasing\/\" target=\"_blank\" rel=\"noopener\">public sector procurement vs. private sector procurement<\/a>. This is a difference that I don\u2019t think that all public sector buyers understand.<\/p>\n<p>Simplified, public sector procurement is all about being fair to the taxpayers (of whom suppliers are a subset). In contrast, private sector procurement is all about doing what is in the best interests of the shareholders. On the other hand, it may not be the best idea for a private sector\u2019s procurement department to disclose all information to suppliers.<\/p>\n<h6>Arguments against Supplier Transparency<\/h6>\n<ol>\n<li>You paint yourself into a corner where you cannot change, even if you learn something through the solicitation process, which even the most experienced procurement professionals often do.<\/li>\n<li>Complete disclosure may compromise the confidentiality of competing suppliers\u2019 information.<\/li>\n<li>It gives the losing suppliers ammunition to argue your decision in a <a href=\"https:\/\/www.certitrek.com\/nlpa\/news\/purchasing-articles\/debrief-bidder\/\" target=\"_blank\" rel=\"noopener\">debriefing<\/a> when let\u2019s face it, it\u2019s not a private sector purchasing agent\u2019s #1 priority to make losing suppliers happy.<\/li>\n<li>Suppliers can lie in their bids when they know how important an area where they are weak is to you.<\/li>\n<li>Suppliers may realize that they don\u2019t have to be as competitive when they know that certain criteria (e.g., price) have a relatively low weighting.<\/li>\n<li>It separates the truly knowledgeable suppliers from the less-knowledgeable ones \u2013 the truly knowledgeable ones will score high because they know what is important and don\u2019t have to have criteria spelled out for them to deliver an attractive proposal.<\/li>\n<\/ol>\n<h6>Benefits of Supplier Transparency<\/h6>\n<p>So, what are the benefits of being totally transparent? Here are a few:<\/p>\n<ol>\n<li>If you are operating fairly and impartially, the supply community \u2013 and perhaps internal stakeholders \u2013 feels that there should be nothing to hide. Any withholding of information is perceived as trying to \u201ccover up\u201d something that wasn\u2019t completely <a href=\"https:\/\/www.certitrek.com\/nlpa\/news\/purchasing-articles\/competitive-bidding\/\" target=\"_blank\" rel=\"noopener\">ethical<\/a>.<\/li>\n<li>It helps suppliers focus on what your needs are instead of guessing.<\/li>\n<li>It fosters open communication with the supply base, which will need to continue throughout the relationship when collaboration and continuous improvement are expected to produce an additional financial benefit.<\/li>\n<li>To comply with laws that apply to certain purchases.<\/li>\n<\/ol>\n<p>When you have the choice (i.e., when you are a private-sector buyer), I personally do not advocate total secrecy or total disclosure for every situation. It is a judgment call on the head of procurement to decide which approach to adopt, either on a case-by-case basis or as a standard operating procedure.
