According to an article in the Philippine Star, auditors have found that the Philippine government\u2019s Office of the Omsbudsman has violated procurement law.\u00a0 Apparently the office purchased some IT equipment without conducting competitive bidding.<\/p>\n

The article notes that purchases can be made without competitive bidding, but only when the Bids and Awards Committee writes a resolution justifying and recommending an \u201calternate mode of procurement\u201d to the government\u2019s top procurement executive.\u00a0 That didn\u2019t happen.<\/p>\n

So what\u2019s so shocking about this story?<\/p>\n

That a government department failed to comply with competitive bidding requirements?<\/p>\n

No, not shocking.\u00a0 Unfortunately, that happens all the time.<\/p>\n

That the offending entity was the Office of the Ombudsman?<\/p>\n

After all, an ombudsman is supposed to be a trusted person who helps people with complaints \u2013 often related to ethical violations \u2013 about the ombudsman\u2019s organization.\u00a0 Well, yeah, that is kind of shocking although sometimes people in positions of trust are those that behave in the least trustworthy ways.\u00a0 But that wasn\u2019t exactly it either.<\/p>\n

Actually, the most shocking thing about the story is that the top procurement executive for the Philippine government has the title of HOPE \u2013 Head of Procuring Entity!<\/p>\n
